Responsible Dog Ownership


HFI’s view on dogs
We recognise that the majority of dog owners will not allow their dogs to cause a nuisance to residents on HFI estates/blocks. However there are a minority of residents and/or their visitors who own dogs, who do not always behave in a responsible manner.

Before you get a new dog you must ask HFI for permission, you can do this by downloading and completing our Application for permission to keep a dog form. We will consider your request and will not unreasonably refuse it.

Our service standards
Our service standard to you when dealing with irresponsible dog owners is that:

  • We will take action against identified tenants/visitors who allow their dogs to cause a nuisance on our estates. This could result in action to remove the dog(s) from the property and as a last resort could result in the loss of a tenancy.
  • Our Out of Hours ASB Team will issue Fixed Penalty Notices (FPNs) to those dog owners who:
    • fail to remove dog fouling in any public space.
    • do not put and keep a dog on a lead when asked to do so by an authorised officer.
    • allow their dog to enter land from which dogs are excluded. This applies to specific areas only and they will be signposted

Did you know that between December 2010 and May 2011 our Out of Hours Team issued 28 FPNs.
