Changes to Estate Parking Rents and Permit Issuing
Homes for Islington is introducing changes to estate parking permit issuing and the way that estate parking rental charges will be calculated. The changes take effect for all estate parking permit issuing renewals from April 7th 2008.

NEW ESTATE PARKING PERMITS WILL BE VALID FOR TWO YEARS
Up to now estate parking permits have been issued for 12 months. From April 7 2008, all new permits will be issued for two years. This offers greater convenience for customers because it will no longer be necessary to renew permits every year. They will be valid for two years.
NEW CARBON EMISSION BASED PARKING RENTAL CHARGES
In 2007 Islington Council introduced Residents Street Parking Permit charges that vary according to each vehicles carbon emission (Co2) rating or engine size. The system is based on the 7 Carbon Emission Bands used by the national Driver and Vehicle Licensing Agency (DVLA). When the system was being introduced, Islington Council suggested that if it proved successful they would consider the introduction of a similar system for estate parking. The system is proving to be very successful, especially with customers who own smaller vehicles and in many cases are paying less than before to park. Following recent discussion with estate resident’s consultation panels, Homes for Islington are now introducing estate parking rents that vary according to a vehicle’s carbon emissions.
The new system involves us recording the vehicle Carbon Emission Rating, or Co2 Band, which is stated on each Vehicle Registration Certificate (V5), also known as the Log Book. For vehicles that were first registered before April 2001 the Carbon Emission band will not be stated in the Vehicle Log Book. In these cases the appropriate band will be based on the vehicles engine size, which is shown on all Vehicle Log Books. The cost of estate parking bays, cages or garages will depend on the vehicles Carbon Emission (Co2) rating, or the cubic capacity of the vehicle’s engine, and whether the owner is a resident or non – resident. Additionally, holders of disability parking Blue Badges are entitled to discounts of 50% or 100%, depending on the level of Disability Living Allowance that they receive.
You can use the attached Carbon Emission Parking Rents “Ready Reckoner” to calculate what the cost will be for you to rent an estate parking facility to park your vehicle in. Once you have checked your vehicles carbon emission band on the log book, or engine size if no carbon emissions band is stated, you can then select the type of estate parking facility that you want to rent and see the relevant price.
The new estate parking rental prices will be charged from the day that you are issued with a new estate parking permit. For those customers who already rent an estate parking facility you can contact your Area Housing Office at any time to receive a new permit. You do not need to wait until your current permit is expiring and, you will pay the new carbon emission based parking rent from the day that you renew the permit. Garage Holders as they do not receive a permit, but will be asked to sign a new letting agreement and the new rates will be charged from then.
