Framework Agreement

Steve Boniface, Director, Diamond Build Plc; HFI Board Director Jason Bingham; HFI Board Chair Ann LucasThe framework agreement is an arrangement between Homes for Islington and companies on a list of those that can be awarded contracts for improvement works to meet the Decent Homes Standard by 2010.

The aims of the framework are to:

  • Ensure quicker and smoother delivery of works
  • Ensure works carried out consistently to the agreed standard
  • Encourage good constructor performance by allocating work to only to companies that perform well and not to those that fail
  • Develop a strong working relationship with each of the selected constructors and enable them to get to know develop a sound understanding of residents’ needs
  • To involve residents in decisions related to improvement works on their homes
  • By means of the above, to achieve customer satisfaction in connection with improvement works.

Performance measurement
Performance is measured on each project and continuously over time against key indicators, including completion times, cost, customer care, creation of local job opportunities and resident satisfaction.

Which companies are in the framework?
There are 6 companies that carry out improvement works on housing estates, such as external painting and associated repairs, internal decorations to communal areas, window and roof renewals and internal works, including installing new kitchens and bathrooms. See a list of  framework partners
