Tenant Management Organisations

Tenant Management is the ultimate form of resident participation in which the tenants and leaseholders living in a particular area or estate take on direct responsibility for providing an agreed range of day-to-day housing management services.

Before they can take on this responsibility, the residents must first set up a properly constituted organisation - a Tenant Management Organisation (TMO) - to manage the services. Under this arrangement, the council still owns the property and tenants still retain their secure tenancy.
