How is HFI performing

Homes for Islington is committed to demonstrating to our residents how we are performing against each of the seven core commitments set out in the Respect Charter and what improvements to our services we intend to make to strengthen our performance.

We have set out in the table below what we have achieved against each commitment and what actions we are planning to do over 2011/12 to further improve our performance against each commitment.

1. Demonstrating leadership and strategic commitment

 

  • An active partner in all of the Safer Islington Partnership’s (SIP) strategic groups.
  • Co-ordinate monthly Police Liaison Meetings in each of our 4 housing areas to  share information and identify solutions to ASB.
  • Performance targets in place measuring ASB actions.
  • Review of existing Service Promise for ASB.
  • Introduction of more robust performance reporting for ASB.

2. Providing an accessible and accountable service

 

  • Dedicated ASB Teams in each Area Housing Office.
  • ASB updates section in each edition of HFI News.
  • All reporters of ASB surveyed at end of process to gauge their satisfaction with our service.
  • Deliver focus groups with users of the service to find out what goes well and what needs improvement.
  • Increase publicity to ensure the community is aware of ASB enforcement, support and diversionary successes.

3. Taking swift action to protect communities

 

  • 116 injunctions, many with the power of arrest to stop nuisance, obtained in the last 3 years.
  • 21 evictions carried out in the last 3 years for serious ASB cases.
  • Assess the implications for service of new ASB tools and powers and ensure service changes implemented to use them effectively.

4. Adopting a supportive approach to working with victims and witnesses

 

  • Risk assessment completed for all reporters of ASB to determine any vulnerability or security issues.
  • Witnesses receive 1:1 support from the Witness Service.
  • 248 witnesses supported both prior to and during Court cases in last 3 years.
  • Update fact sheets to help residents have realistic expectations of service.
  • Review risk assessment processes in line with new practices.

 

5. Encouraging individual and community responsibility

 

  • 188 cases resolved through mediation in last 3 years.
  • Local residents included alongside HFI and Police in estate inspections and environmental audits.
  • Introduction of Young People’s committee on Hollins and McCall Estate.
  • Increase the use of Restorative Justice on ASB cases.

 

6. Having a clear focus on prevention and early intervention

 

  • 108 people individuals signed up to acceptable behaviour contracts (ABCs) in last 3 years.
  • 63 young people identified as at risk of offending referred to Targeted Youth Support for support and diversionary activities in last 3 years.
  • 12 families with complex ASB issues referred to the Family Intervention Project for high level support in last 3 years.
  • Launch additional diversionary activities like street cricket in areas where youth ASB is identified.

 

7. Ensuring a value for money approach is embedded in the service

 

  • Graffiti reporting process in place to identify cost of clean up and recovery of costs when action taken.
  • Benchmarking of cost of service, performance and customer satisfaction taken place similar organisations.
  • Periodic evaluations carried out of contracted services such as Professional Witness and Witness Service to test VFM.
  • Procurement undertaken for use of a Professional Witness Service.
  • Increase use of SIP data to identify ASB hotspots to target more efficiently the deployment of resources.
  • Increase the scope evaluation of Professional Witness service to include time to complete as well as cost of outcomes.
