This section describes the responsibilities of the various sections of the Resources division of Homes for Islington and lists their senior managers.

Accountancy

Headed by the Chief Accountant, the team is responsible for all aspects of financial administration, financial advice and financial management support services to the Company.

The key finance functions include:

  • Ensuring the collection and banking of all rental income due
  • Financial and Management Accounting
  • Liaison with internal and external auditors
  • Financial procedures and systems
  • Provision of financial advice, on Company, Housing Revenue Account, HRA subsidy and Housing Capital accounting
  • Treasury management, including cash flow management
  • Management of the processing and payment of invoices
  • Reconciliation of rent and service charge income
  • Reviewing and implementing the various methods for paying rent and service charges
  • Managing the publicity for notify tenants and leaseholders of current payment methods
  • Administering the processing of direct debit payments for rent and service charges
  • Managing budget for costs for payment processing, including post office charges and debit / credit card costs
  • Management of the Company’s Insurance arrangements

Human Resources and Communications
Led by the Head of HR, the team is responsible for all aspects of Human Resources services, training and communications support services to the Company.

Provides a comprehensive service supporting managers in managing staff, employee relations matters, change management and the development of local policies and procedures. This includes setting frameworks for staff management and developing the skills of both managers and staff in all areas of their work. The team is also responsible for co-ordination of communication policy, procedures, standards and activities for the Company.

Key functions include:

  • Analysing the workforce, e.g. staff numbers in different jobs or workplaces; or ethnicity, gender, disability by grading; numbers qualified; or training profiles by job or grade; or future staff profile requirements
  • Supporting the achievement of the Investors In People standards
  • Supporting liaison with the trade unions including negotiating changes or new terms and conditions
  • Dealing with change and managing transitions including dealing with staff reductions, redundancies, redeployments and retirements
  • Conducting recruitment procedures, including testing and assessment
    Inducting new staff and in managing probationary periods
  • Supporting competency or disciplinary procedures and in managing absence effectively
  • Staff Code matters, including ongoing review of policies and procedures
  • Development of the Company’s HR strategy
  • Other aspects of employing, training and developing staff.
  • Co-ordinates the external qualifications programme
  • Formulates the Development and Training Strategies
  • Reviews the implementation of Performance and Appraisal and Development Systems
  • Develops training courses and co-ordinates and initiates general staff development initiatives
  • Provide training advice and consultancy service to the Company
  • Reviews of communication policies, procedures, arrangements and standards
  • Development of the Company’s communications strategy
  • Managing communication activities for the Company

Information Technology and Facilities
Led by the Head of IT and facilities this team is responsible for managing IT support services provided to the Company, housing management information systems and HQ facilities management support services.

Key functions include:

  • Management of the provision of IT and telephony systems for the Company. (This is provided by LBI TSG team for HFI)
  • Management of iWorld and OHMS Housing Management Information Systems for both the Company and LBI (under support contract)
  • Development of iWorld and OHMS reports
  • Management of the Company’s IT purchasing budget
  • Management of the HFI website
  • Reviews of IT and telephony policies, procedures, arrangements, requirements and standards for the Company
  • Development of the Company’s IT strategy
  • Responsible for building management at HQ
  • Management of accommodation requirements for the Company
  • Management of reception area and public areas at HQ, including opening and closing times for HQ.
  • Responsible for the management of stationery requirements
  • Responsible for internal and external post services at HQ
  • Responsible for the management of car parking at HQ
