Property Services is a multi-disciplinary division of architects, surveyors, quantity surveyors, mechanical and electrical engineers, inspectors, clerk of works and programme managers plus administrative support. The service works as an internal business relying on income from fees earned for the projects undertaken.
Property Services teams often work with clients on bids for funding and by working collaboratively it has been instrumental in the successful bids on the Harvist Estate and the Marquess Capital Challenge - New River Green Project.
In addition, the service also deals with party wall matters in relation to works adjoining properties in the management of HFI.
The Division has an in-depth knowledge of Health and Safety Legislation, including Gas Safety Regulations, CDM, IEE Wiring Relations, Electricity at Work and of the requirements of the Health and Safety Executive.

Central Group is the focal point for administrative policy and undertake tasks that involve the whole of Property Services such as procurement, tender opening, provision of protective clothing and the organisation of local meetings and conferences.

Technical Administrative staff work with the Services Engineers and Capital Programme Delivery teams undertaking a full and varied range of administrative functions in support of the delivery of the Decent Homes and Planned Repair programmes.
The Business Support Group manages the property Services trading account working closely with the technical managers and HFI accountants. The group provides regular projections of income and expenditure in relation to the work undertaken on the Capital Programme.

Linda Morley is the Property Services Quality Manager and is responsible for maintaining the quality system and supporting the Property Services management team in the drive for continuing improvement. Property Services is fully ISO9001 2000 accredited across the entire service and has an extranet site available to our framework partners ensuring they follow our processes when managing contracts on behalf of HFI.

Legal Repair
This team has legal and surveying expertise and responds to disrepair issues where the occupier of a HFI managed property has lodged a claim been. The team also deals with diagnostic work and larger projects beyond the scope of the Area Repair Teams. In the interests of tenants, the Legal Repair team work to prevent payments for unjustified claims.

Programme Management
Investment Team
The Investment Team is responsible for monitoring performance on the capital programme. The team recommends strategies for investment in the housing stock, allocates resources and records performance in terms of financial spend and work carried out. The team is also responsible for maintaining the asset register for all stock managed by HFI.

Project Management
The Project Management team acts as the client for capital works projects, compiling bids for external funding, managing “tenant compact” arrangements, facilitating resident participation before and during projects and ensuring leaseholder consultation meets statutory requirements.

Tollington Estates Project
The Project Team has been set up specifically to address the physical and environmental problems associated with the Tollington Estates. The team is based on the estate, so allowing easy access for residents. The team is involved with local labour initiatives set up to allow residents on the estates employment and training opportunities.

Planned Maintenance
This team is part of the Repairs and Preventative Planned Maintenance section although retaining a close link with the services design team.
The team deals with the management of mechanical and electrical repair services to HFI residents, including management of the individual and communal gas and lift servicing contracts. Responsibilities include the
day-to-day repair and cyclical maintenance of the mechanical, electrical services in all Islington Council housing stock ensuring that individual and communal heating systems and lifts are serviced and maintained in accordance with the Council’s statutory obligation as a landlord.
