Resources and Performance

This section describes the responsibilities of the various sections of the Resources and Performance division of Homes for Islington and lists their senior managers.

Service Development and Communications

Simon is responsible for the following sections:

  • Communications
  • PFI
  • Service Development
  • TMO

Communications
The Communications team is a support service that is involved in almost every aspect of the work HFI carries out and is responsible for:

  • Developing HFI’s communications strategy
  • Internal communications
  • External communications
  • Media relations
  • Brand management
  • Reputation management

Private Finance Initiative (PFI)
The PFI Commissioning Team is responsible for:

  • Clienting LBI’s PFI 1 & 2 contracts on their behalf
  • Ensuring that the contractor (Partners) provides the services specified in the contract: repairs, housing management, refurbishment
  • Ensuring that the contract provides value for money; and implements good practice with continuous improvement
  • Maximising output and quality
  • Auditing Partners services
  • Managing retained responsibilities, such as drains, walls and structural issues for PFI properties

Service Development
The Service Development Team is responsible for:

  • Business planning
  • Strategy development
  • Development of policies and procedures
  • Learning from best practice elsewhere and from customer feedback such as surveys, focus groups and complaints
  • Resident involvement
  • Customer focus
  • Community development
  • Equalities and diversity

Tenant Management Organisations (TMO)
The Tenant Management Team clients and monitors established TMOs (including co-ops) and supports the development of new tenant management organisations (TMOs) including:

  • Clienting and monitoring TMOs, including Co-ops
  • Resolving issues relating to the division of responsibility between HFI and TMOs
  • Working with Property Services to oversee TMO programmed works
  • Negotiating new TMO managemnt agreements and variations to existing agreements
  • Providing guidance, training and support to TMOs
  • Supporting resident groups interested in establishing a new TMO

Finance and ICT

Anne is responsible for:

  • Finance
  • Information Technology (ICT)

Finance
The Finance Team is responsible for all aspects of financial administration, financial advice and financial management support services to the Company.

The key finance functions include:

  • Ensuring the collection and banking of all rental income due
  • Financial and Management Accounting
  • Liaison with internal and external auditors
  • Financial procedures and systems
  • Provision of financial advice, on Company, Housing Revenue Account, HRA subsidy and Housing Capital accounting
  • Treasury management, including cash flow management
  • Management of the processing and payment of invoices
  • Reconciliation of rent and service charge income
  • Management of the Company’s Insurance arrangements
  • Efficiencies

Information Technology (ICT)
The ICT team is responsible for managing IT support services provided to the company and housing management information systems.

Key functions include:

  • Management of the provision of IT and telephony systems
  • Reviews of IT and telephony policies, procedures, arrangements, requirements and standards for the organisation
  • Development of HFI's IT strategy

Human Resources and Performance

Shane is responsible for:

  • Human Resources
  • Organisational Development
  • Performance Monitoring

Human Resources
The Human Resources Team provides a comprehensive service supporting managers in managing staff, employee relations matters, change management and the development of local policies and procedures.

Key functions include:

  • Developing the company’s HR strategy
  • Supporting the achievement of the Investors In People standards
  • Supporting liaison with the trade unions
  • Dealing with change and managing transitions
  • Conducting recruitment procedures, including testing and assessment
  • Inducting new staff and managing probationary periods
  • Supporting competency or disciplinary procedures and managing absence effectively
  • Staff code matters, including ongoing review of policies and procedures
  • Providing training on HR policies and procedures

Organisational Development
The Organisational Development Team is responsible for developing and managing learning opportunities for staff, including:

  • Formulating and putting into practice development and training strategies
  • Developing learning strategies to support the organisation’s aims and objectives
  • Managing the internal training programme
  • Providing training advice and a consultancy service to the company
  • Evaluating the impact of learning and development on the business

Performance Monitoring
The Performance Monitoring Team is responsible for:

  • Performance Indicators
  • Benchmarking performance
